ZONING BY-LAW AMENDMENTS / MODIFICATIONS AU RÈGLEMENT DE ZONAGE
The West Nipissing Planning Advisory Committee is presently reviewing the zoning bylaw including:
a) use of metal storage containers / buildings
b) accessory dwellings , and
c) short term rentals ( Air B&B, etc.) on shoreline residential properties.
These changes will definitely affect Clear Lake owners and our lake, so your Board continues to follow the meetings and make submissions .
Owners and other interested parties are welcome to follow the meetings zoom meetings and/or participate if interested.

Le comité consultatif de planification de Nipissing Ouest révise actuellement le règlement de zonage, y compris :
a) utilisation de conteneurs/bâtiments de stockage en métal
b) les logements accessoires , et
c) locations à court terme (Air B&B, etc.) sur des propriétés résidentielles riveraines.
Ces changements affecteront certainement les propriétaires de chalets du Lac Clair, donc votre conseil d’administration continue de suivre les réunions et de faire des soumissions.
Les propriétaires et les autres parties intéressées sont invités à suivre les réunions zoom et/ou à participer si elles sont intéressées.

We would like to bring proposed amendments by the West Nipissing Planning Advisory Committee regarding Comprehensive Zoning By-law No. 2014-45 to our members attention.

The original planning for our lake community was based on one residence on a good sizeable lot. This presumably would provide privacy and respect the capacity of the lake to support households and residents. Our main concern is always over maintaining water quality and sustainability. Many will be concerned about privacy.
Proposed by-law changes open the door to multiple dwellings (potential B & B and/or short term rentals), extended use of recreational trailers and more use of metal containers, old vehicles, etc. for storage. The wording of the legislation gives little assurance that the municipality is prepared to provide active monitoring or enforcement.
The Board is concerned that these proposals may be a step backward and could very well be poorly received by some of our property owners.
We encourage interested members to respond to the invitation and participate in the 13 Dec 2021 meeting.
The Municipality of West Nipissing has invited anyone who has concerns with the proposed amendments to the Comprehensive Zoning By-law regarding the regulation of Camping Trailers, Travel Trailers, Tent Trailers and Recreational Vehicles to submit them.
As an advocacy group, the CLCA will support anything that will protect the environment, particularly water quality and the ability of owners to enjoy the lake.
We find that the listed proposals address the majority of CLCA concerns, except potential licensing, inspection and enforcement.
While this proposal does indicate The Municipality of West Nipissing reserves a right to demand certain documentation, it does not address inspection that would provide knowledge required to monitor and enforce septic systems employed, trailer number limits, set backs from property lines etc.
The document while setting parameters seems to be missing any commitment by the Municipality to have an eye on what is going on or take action on complaints.
If this by-law is only setting parameters and not providing any proactive inspections by the Municipality, the by-law amendments do not go far enough to protect our community.
We would request that the issue of licensing be revisited and clearer language be included to address inspection and enforcement.
All residents/members who see a need from some controls with trailers are encouraged to participate.
